Since the inception of the Festival idea, Boys' Choir Festival "Rigas Doms" has been the brain-child of Janis Erenstreits, a distinguished choir-conductor, promoter of boys' choir singing movement and a long-time leader of Emils Darzins Music School Boys Choir (later Riga Dom Boys' Choir).

In 1995 the International Boys' Choir Festival "Rigas Doms" Foundation was set up as a joint effort of leaders of the both internationally renowned Latvia's boys choirs: Riga Dom Boys Choir and J.Medins Music School Boys Choir. The purpose of the Foundation is to ensure the continuity of the Festival tradition, as well as promote boys' choir movement in general.
